House Rules issues open rule on ag approps, no debate scheduled

The House Rules Committee late Tuesday issued an open rule on the fiscal year 2014 Agriculture appropriations bill, H.R. 2410, meaning that an unlimited number of amendments can be proposed on the bill.

The Republican House leadership has not scheduled the bill for debate. There has been speculation that the leadership is reluctant to bring it up because the floor action could become a rehash of the debate surrounding the failed farm bill, even though amendments could be ruled out of order because they would amount to legislating on an appropriations bill.

The rule also provides one hour of general debate equally divided and controlled by the chair and ranking minority member of the House Appropriations Committee.
