AEI report critical of ‘shallow loss’ program

The American Enterprise Institute today issued a report highly critical of the Senate farm bill’s Agricultural Risk Coverage or “shallow loss” program.
The report, called “Field of Schemes,” was written by agricultural economists Vincent Smith of Montana State University, Bruce Babcock of Iowa State University and Barry Goodwin of North Carolina State University.
