House passes farm bill rule

The House voted today to support a closed rule on the farm-program-only farm bill and proceeded to debate on the bill.
The vote was 223 to 195.
The House has fallen at least an hour behind the schedule announced late Wednesday. The House Republican leaders then said that the vote on final passage of the underlying bill would be held by 1:30 p.m., but now have changed that time to 3 p.m., the time the House usually leaves for the week.
After a series of disputes over how time should be charged to the Democrats’ allowance for debate on the rule, the House held a roll call vote on the second motion of the day to adjourn.
The first was sponsored by Rep. Terri Sewell, D-Ala., and the second by Rep. Marcia Fudge, D-Ohio. The vote on the Fudge amendment was 138 to adjourn to 265 against adjournment.
The House has now begun one hour of general debate on H.R. 2642, the farm-program-only bill.
